Romania Is Last in the EU for Digitalization: What That Means for Your Business

Romania ranks last in the EU for SME digitalization, according to the European Commission. For your business, that number actually hides a real opportunity.

Every year, the European Commission publishes a report measuring how digitalized each EU country is - the former DESI index, now folded into the Digital Decade report. Year after year, Romania lands near the bottom of the ranking on almost every indicator, with the exception of internet connectivity and the number of IT graduates. That sounds like bad news for the Romanian economy, and at a national level, it is. But if you run a small or medium business, that same number reads completely differently.

What the Report Actually Says

SME digitalization is one of the indicators where Romania scores worst, according to the European Commission's reports over the past few years. A European Investment Bank report focused specifically on this topic named the Romanian SME market one of the least digitalized in the entire European Union. The criteria tracked aren't complicated: does the business have its own website, does it use social media for business, does it sell online, does it use cloud services, has it adopted electronic invoicing. Businesses in other member states have been checking most of these boxes for years. A large share of small Romanian businesses still haven't checked a single one.

Why This Number Is Actually an Opportunity for You

Ranking last in the EU sounds discouraging if you're thinking about the economy as a whole. But look at it from the perspective of a single business, and the conclusion flips completely: if most of your direct competitors, in the same city and the same industry, still don't have a website or a real online presence, the bar for you to stand out is much lower than it would be in Germany or the Netherlands, where almost everyone already has an optimized website.

In other words, you're not competing with the entire European Union, you're competing with the other local players, and a lot of them fall exactly into the category the report describes: no website, no real digital presence, running on word-of-mouth and a Facebook page. The first step of digitalization you take doesn't just catch you up - it puts you ahead of most of them.

What "Digitalization" Actually Means for a Small Business

You don't need artificial intelligence or complex automation systems to stop being part of the statistic above. The basic steps matter most, and they're also the most accessible:

  • Your own website, not just a Facebook page, so you can be found on Google and control the first impression.
  • Electronic invoicing, already mandatory under the e-Factura system for most Romanian businesses, so it's a step you have to take anyway.
  • A properly set up Google Business Profile, with accurate hours, location, and reviews.
  • At least one digital sales or booking channel, whether that's a simple form or a full online store, depending on what you sell.

Funding and Support for Digitalization

There are consistently national and EU non-reimbursable funding programs for SME digitalization, through the PNRR recovery plan, regional development programs, or other dedicated schemes. The amounts, eligibility criteria, and deadlines change frequently, sometimes month to month, so any figure you read today may no longer be accurate a few months from now. Our recommendation: check the current situation directly with an accountant or an EU funding consultant before basing any investment plans on a specific amount.

Don't Wait for Funding to Take the First Step

The good news is that basic digitalization - the kind that matters most to a customer searching for you on Google - doesn't need a grant worth tens of thousands of euros. A well-built presentation website costs far less than most business owners assume, and the difference between having one and not having one shows up directly in how many new customers find you in a given month.
